MOB situations the RYA state that MAYDAY is the correct call Manuals for AIS/DSC MOB Alert devices advise that the device should only be used in situations of grave and imminent danger.

The AMSA GMDSS handbook http://www.amsa.gov.au/forms-and-publications/Publications/GMDSS-Handbook-2013.pdf
at 2.1 states that MAYDAY should be used when a mobile unit or person is in grave or imminent danger and requires immediate assistance. Except in the most benign of conditions and out of the way of vessel traffic, sharks crocodiles, stingers etc. a person overboard would be in grave or imminent danger and require immediate assistance. This makes MAYDAY the appropriate call.
However as a skipper you have to make that judgement. The NSW Water Police indicate in moderate water temperatures and the person is in sight, a PAN call would be all they would expect, especially if outside assistance is not required.
